That's a very interesting question, if I understand it correctly.  Clearly, if you simply want to access 
commands (including shells such as bash), you can use SSH to log in remotely.  So, you'd be using Orca or 
some other screen reader locally, but the commands in question would be running remotely.  Similarly, if you 
want to access the college's web server(s), you could simply use Orca with a browser, but point it to the 
college'e URLs.

Can you provide some use cases to explain why these approaches will not meet your needs?
