[orca-list] Orca's strange behavior

To reproduce try the following steps using orca from master or orca 3.36.1:

1. Launch FF and visit https://code.visualstudio.com/docs#vscode.

2. After the page is loaded press ctrl+home and press the h key until orca announces the following:

3. Press the down arrow one time.

Orca announces a list box.

4. Press down arrow again.

orca stays mute.

5. You must press the down arrow until the orca announces that it has left the list box.
