Then I suggest that you file a bug with Ubuntu Mate:
https://bugs.launchpad.net/ubuntu-mate
as the Mate desktop help is accessible in other distributions.
Here Slint with Mate 1.24 but at least in Mate 1.22 the help is also accessible.

Checked Ubuntu 19.10 and here help is not accessible. So it is definitely Mate desktop regression.

Maybe the menus have a different layout in Ubuntu Mate?
