I'm inclined towards option B.  I had to think about this, since my first reaction was that I want my settings to rule the day. Since Silence is unhelpful, though.


I have Orca set to speak blank lines.  I've noticed, though, that I'll often hear nothing when I'm on lines I presume to be blank in Thunderbird messages I'm writing or editing.  Your question makes me wonder if there are things on those lines I didn't knowingly put there.  (I should remember next time to set punctuation to "all" when I'm replying to an e-mail.)


In short, then, I'd probably want to know when there's something on a line that is not blanks and is not ordinary writing that I can read with most punctuation on.  It's not a big problem, since I have a key for changing punctuation levels, just a thing that's maybe better to have than not.

Right now Orca is doing option a, assuming that it should always respect your setting because you know best about your preferences, and you can always use left/right or flat review the characters.
