maybe off topic, but using a tty (aka a virtual terminal aka a console) associated with a console screen
reader like (e)speakup, fenrir, speechd-up or maybe SBL could help.
I doubt that a graphical environment brings anything to ssh <smile>

So when you are typing in ssh username@host and prompt for the password appears all is working as it should
and the problem starts as soon as you start interacting with the remote computer?
Is the connectivity okay or are you getting delays and drop outs that may affect this?
Otherwise I don't think there is anything that orca handles differently when reading local vs remote
content on an terminal such as gnome-terminal, mate-terminal and similar.
