I can 100% confirm this issue with Ubuntu-Mate 18.04 as well. The issue occurs randomly after login and can be fixed by reboot.

and entering reboot to restart my system. After my computer turns off
and on and I login, if I'm lucky, everything works normally again. If
I'm not and the environment stays inaccessible, I just have to repeat
the procedure until it works.
Many times just one reboot is required, but there were cases where 2, 3
or 4 were necessary.
I didn't notice any leads possibly causing this issue, it seems to be
happening completely randomly, since I first booted my laptop after
Ubuntu installation in april upto these days.

Does anyone other experience this behavior? Is there a way to fix it or
diagnose somehow?
When I'm at home, it doesn't matter much how many times I restart my
pc, as I have enough time. But when I'm somewhere where I need to boot
quickly, having to restart my computer few times to get it working is
not something that I'd enjoy. :)
