Looks like Alt+F10 is bound to "Toggle maximization state" for windows
in GNOME. So not Orca related.

Not necessarily Orca-related, though I do note that enabling Orca's key
learn mode and pressing ALt-F10 gets me out of that mode. So something
must be up with that key combo.
