I just tested this on Arch Linux and it worked well. I had to set the ACCESSIBILITY_ENABLED=1 variable in my environment first.

Just start chromium and it uses the flags contained in that file.

#!/bin/bash
        /usr/bin/chromium-snapshot-bin --force-renderer-accessibility --enable-caret-browsing

The above should appear on just two lines, so beware of whether your
display has wrapped the second line! It's 92 chars long.
