[orca-list] orca stays in the same heading when I press shift+h

Hi all.

To reproduce try the following steps using orca master.


1. Launch FF and go to 
https://docs.microsoft.com/en-us/powershell/module/microsoft.powershell.utility/send-mailmessage?view=powershell-6.


2. After the page is loaded press ctrl+home.


3. Press the h key until orca announces Examples. This is a heading level 2.


4. Press shift+h


At least in my machine orca stays in the same heading.

Orca should jump to the previous heading.
