[orca-list] Weird at-spi infrastructure startup issues

Hello.

On Fedora Mate 30 i'm sometimes seeing a weird behavior relating to the
at-spi processes in a user session. On the login screen everything
works, but after logging in there's no at-spi bus and no at-spi2
registry daemon. The logs show only that they did not launch and of
course an Orca crash.

I wasn't able to come up with a way how to predict whether this login
session will be fine or not.

Does anyone have any ideas how to debug this, and ideally solve it, of
course? :-)
