Try running the following commands
gsettings set org.mate.interface accessibility ture
gsettings set org.gnome.desktop.applications.a11y screen-reader-enabled true
as the same user running MATE. The first turns on MATE desktop
accessibility. The second is the GNOME accessibiliy setting, but it is
what Orca looks for in order to start automatically.
