I think its to be decided by the packager rather than by upstream.
FYI I just provided a testing package for Slint that makes the settings during installation, cf.:

Also, should I get in touch with other Chromium-based browsers to see about adding the Orca support in them
or...
I don't know which ones are in concern, but I assume that it would be good to wait until a a stable Chromium
release with the Orca integration be released, not to duplicate efforts.
