I cannot reproduce this. For me, Orca shut up immediately. I'm using
80.0.3968.0. I'm not sure if that's the difference however.
If you can reliably reproduce the problem, please send me a full
debug.out. Thanks!

Steps to reproduce:

2) Go on the first header with 2 and then to the first paragraph with p
3) Launch "say all"
4) Press control
Result:
Orca repeats the end of the sentence or line.
Expected result:
Orca should stop speaking as in Firefox.
