If you happen to land on one when speech is interrupted, they get focus and Orca is putting you into focus mode so that you can interact with them. I've checked and NVDA doesn't have the issue on the same page.

I think the NVDA behaviour is the right one in this situation because I don't see use case where switching in focus mode in such situation is practical.
