[orca-list] bug orca with the new web-based management and up arrow

hello,

since the new management of the web in orca and when the check box has
tick Enable layout mode for content that is not checked, it happens
that, sometimes, when I want to go back with the up arrow, orca reads
the line-by-letter, instead of reading the complete line.

step to reproduce:
1. uncheck the check box for Enable layout mode for content
2. do a google search
3. go to the title search results
4. using the up arrow, back in the page

Result:
orca reads line letter-by-letter at each up arrow
Expected result:
orca should read the line

I said that it arive in other cases also, but the case presented above
was the simplest to reproduce
