[orca-list] speech-d configu and Orc

Okay, this is a two parter, so I'm now trying to figure this out. I know
Orca has its own volume setting, but what exactly does the 0 on that
scale correspond to in the speech.d conf?
Or, putting it another way, I'm running spd-say and it's a lot loudr
than Orca, in fact everything using speech-dispatcher is. How can I get
Orca's volume to apply to speech-d.conf, what value is the minimum one
in Orca's settings vs the speechd.conf file? Searching hasn't turned up
anything so I figured I'd ask since I'm trying to get all my apps on my
machine to be at the same nice, quiet volume level and not have one much
much louder than the others.
