Hello,
I have been pointed to the fact menu bar can still be accessed via
the keyboard. However now the procedure is a bit different and
there are issues that are not going to be addressed because the
change needs to be done for GTK 3 what is reportedly in so called
maintenance mode.
I don't know what this means here since GTK+2 is still getting
fixes these days so why not GTK3...
Anyway here are the steps.
* Make sure to close all the gnome-terminal windows you have
currently open or exit the app
* Open gnome-terminal
* Press the applications key to bring up the terminal view popup
menu and activate show menu bar in there.
* Go to that popup menu again and activate settings this time.
* Now use shift+tab to navigate not tab because you will end up in
a loop... And ensure menu access key or alt accelerators if you
wish are checked.
* Close the settings
* Press F10 twice to bring up the menu bar.
Note pressing ESC to dismiss the menu bar would focus header bar
and you have to press shift+tab or tab key several times key to
land on the terminal view again.
Bug regarding accessibility and convenience of the header bar and
its primary menu is still open waiting for the developer's
feetback.

Action that would focus old style menu bar is missing from the action list thus it's not possible to assign user specific keyboard shortcut for getting such a functionality back. So thanks to the gnome terminal developers this is another small part of their job where the accessibility has no longer be considered. Enjoy partially accessible gnome experience until it lasts.
