Hm, then delete the file first:
sudo rm /etc/localtime
then:
sudo ln -s /usr/share/zoneinfo/Europe/Moscow /etc/localtime

Otherwise try your system's tools. Debian/ubuntu has dpkg-reconfigure
for some things on the commandline.
