Hi Aleks,
I don't know a graphical way, but your local time is set by linking a
timezone file. You can link the relevant city name to /etc/localtime.
You can do that on the terminal - or possibly using your filemanager of
choice. But you will need super user access. In a terminal - or using
the run command dialogue - you could type something like:
sudo ln -s /usr/share/zoneinfo/Europe/Moscow /etc/localtime

Depending on your distro - Arch Linux, Debian, Ubuntu, etc. - You might
also have a confinguration application, a control centre or something to
make it easier.
