[orca-list] Enabing braille output in gdm

When I run Gdm (GNOME 3.32.2, Arch Linux), Orca starts speaking, but the
braille display simply reads "screen not in text mode".
After I log in, the braille display is detected by Orca as usual, and
works as expected.
What do I need to change to enable braille output during the log-in process?
There's also an unlabelled button in the GDM log-in dialogue.
