[orca-list] problem with orca preferences.

Hello, I recently switched totally from windows 10 to fedora30 and I 
found, that whenever I hange some preferences in orca, the screenreader 
modifier automatically sets up the capslock key, while I prefer insert.  
key. I hanged it, but it resets to default screen reader modifier key in 
laptop mode.
