Hi,
I am using espeak-ng, punctuation level set to all. But '<' and '>' are
pronounced only when I am navigating character by character.
By the way, Is there any means to use espeak or espeak-ng directly
without speech-dispatcher?

It should always be spoken when navigating by, typing or reviewing
characters.
If you would like to hear < or > characters when reading the text such as
Kirillov Oleg <olekirspb gmail com>
you can switch punctuation level setting to all. You can find the
punctuation level in the screen reader preferences window (orca+space)
on the speech tab.
Or are you looking for something else and I might have missunderstood?
