Are you using laptop layout or desktop layout? Using laptop layout and firefox 64.0.2, pressing capslock+a to turn on focus mode results in capslock remaining turned on until I press capslock again to turn it off. I believe the expected result is to press capslock twice quickly to use its default behavior while in laptop layout. It is similar to JAWS and NVDA in laptop layout.

It turns out that every time I make use of the flat review mode, the capslock key stays on.
