PS Arch is a rolling release. As a consequence the consistency of the
whole system can't reasonably be checked after each package update,
which can at times cause issues like this one. This is the price to pay
to get the last version of each software very soon after its release, so
I am not criticizing Arch here, just reminding its users that they
should aware of that, as it is hardly avoidable, and prepared to act
accordingly.

There can be many reasons for that, but first please answer these already asked questions:
Which exact command do you type to start speech-dispatcher?
Why not just let Orca start speech-dispatcher which will then connect itself to pulseaudio (or to another
sound server, depending of its settings)?
