The GNOME is using an older version, on which the 'settings'
dialogue is more accessible than on 3.30, IMO. I think it's using
gdm, but I can't get it talking, even though the screen reader
menu option is ticked, and the volume is about 50% as I mentioned
yesterday. You'll find the Mate live medium accessible, but the
install is not; I suspect there's something lot set that allows
gui apps running as superuser to talk.
WIW unless something's changed, it used to be accessible,
though lightdm wasn't, last time Itried it....that being said
I'lltry a Mate image in a VM at some point and check how it is
with Orca, IIRC it'susing an older version.

The mate live system is accessible, but I could not get the
installer to be so. Instead of the launcher on the desktop, I
opened a terminal and ran:
sudo -E os-installer-wrapper
and got nothing from orca. I'm not sure what's missing,
here. The Gnome edition uses the same installer, and it
works.
