Sorry for the delay in responding. I was on holiday.

It turns out that the problem is both one in Orca and in LibreOffice.
The bug in Orca was that Orca wasn't falling back on the real headers
(column or row) because those headers weren't being exposed to Orca.
That is now addressed in Orca master.

However, it turns out LibreOffice is exposing column headers; row
headers I cannot obtain. Therefore I filed a bug against Writer:
https://bugs.documentfoundation.org/show_bug.cgi?id=122432. When they
fix that Orca (master) should automatically present row headers as well.
