Just chiming in to say this happens on Chromium too, so it seems to be a
general issue with not switching to what you're focusing on correctly.
You can also do this from the front page, just do like you suggested
with hitting 3, then enter, it will not change to what you're focusing on.
Related issues by the way.
1. Start up a video, any video. Leave it in browse mode.
Hit 3 to get to the videos down the side of the page. This works.
However at the same time, Youtube's interpreting this as skip to 30% of
the video, and it jumps to 30% of the way through the video, while
either also jumping to the videos down the side, or acts as if it's in
sticky mode when it isn't. Youtube's the only site I've encountered this
on so I'm fairly confident this is yT specific and at least the ones I'm
reporting aren't entirely Orca issues.

I am also seeing this problem, with Orca 3.30.1 and Firefox 62.0.3. The
problem seems to be YouTube-specific, or at least I haven't seen it happen
on other sites. Here is how I can reproduce it:
1. Go to YouTube and search for something.
2. When the search results come up, press "3" a few times. Notice that Orca
speaks the titles of the first few videos in the list.
3. Press Enter. Expected result: Firefox goes to the last video that was
spoken. Actual result: Firefox goes to the first video in the list.
It seems like when you press "3", Orca is speaking the next heading, but not
actually switching the focus. So when you press Enter, the focus is still
on the first video.

I'm also observing such issues but without to be able to find a concrete
scenario.
