Mozilla is involved in what appears to be free/open-source text to
speech development, using neural networks. I'm sure they're well aware
of the impressive results that Google demonstrated last year with a
prototype neural network-based system.

No Hebrew that I know of, unfortunately, but Vocalizer would cover
that gap.
