Yes ratpoison is minimalist but it's graphical, not text only.
It uses xlib to draw its UI and has no special accessibility code like the window managers from desktop environments (metacity of gnome, or marco of mate). It's why its app chooser is not accessible.
If you would compare window managers you would most likelly came to a conclusion that all window managers are very minimalist however there is no point on using the window managers that are shipped with desktop environments out side that desktop environment or alone without other DE components.
Ratpoison is so awesome for blind people eventhough it has no accessibility support built-in because it has great keyboard command system that can be customised.
It's a good idea to use some other apps with ratpoison to create hibrid setup that looks and feels somewhere in between pure window manager and full desktop environment.
For example you can use pcmanfm or caja file managers for the desktop.
You might be able to use xfce popup menu or perhaps some other apps too as a popup menu alternative, however you have to add a keyboard command that launches the menu your-self.
I don't know if and how to make something that would be accessible and would look and feel similar to the notification area including its pannels or applets.
