Hello,
This might actually be a bug.
The intention was that producing sounds such as beeps to signal
progressbar updates is optional feature and gstreamer is optional
dependency of orca.
Thus now when thinking more about your situation I would try the
following if I were you.
If you want to have speech and sound do something to make the sound
working perhaps by tweaking boot params of your rpi or installing alsa
or pulseaudio whatever might be missing and then make sure gstreamer is
installed and can play sound.
If you don't need speech output and sound, try to uninstall gstreamer
and its related packages, it might be that there are some dev or python
specific gstreamer packages packaged for debian.

It may well be that sound isn't configured on my system. I'v only installed Raspbian minimal pluss Orca,
xinit and ratpoison.
