[orca-list] upgrading ubuntu

I have tried to upgrade Ubuntu to 19.04.

The graphical manager tells me that there is an upgrade, I press the 
upgrade button and go to release notes only I can't focus on the button 
to do the actual upgrade itself and I get something like release notes 
super user.

I tried the commands from the terminal:

sudo apt-get update

followed by sudo apt-get upgrade

followed by

Sudo apt-get dist-upgrade

it gave me some message about calculating upgrade and said 0 packages to 
upgrade etc and then stopped so I still didn't grab the upgrade from the 
command line.
