Hello,
The easiest option is to wait until April 18. On that date, Ubuntu
Mate 19.04 will be released, and Orca will update you, I presume, to
3.32.0.
Please let me know if you have any more questions.
Sincerely,
Brandon Tyson

How do I update Orca or is it worth it?
I have Orca version 3.30.0 and I am running Ubuntu Mate 18.10.
