Yes, I can confirm with Orca master and Writer LibreOffice 6.1.1.2. In
Calc it works OK.

I use Ubuntu 18.04.1, Orca 3.30.1 pre, and Writer 6.0.2.6.
When in a Writer file, selecting text, then using the say selected
text command (SHIFT+ORCA+UP) fails to say the selected text.
1. Open Writer.
2. At the top of the file, type: This is a test. Then press RETURN.
3. Go to the line of typed text and select it.
4. Press ORCA+SHIFT+UP to read selected text.
Actual Result: Orca remains silent.
Expected result: Orca reads the selected text.
