I find it confusing that Orca doesn't read aria-labelledby: If
aria-labelledby is correctly supported by the user agent, then the
labeled element would have the value as the accessible name. And Orca
should auotmatically present the accessible name when objects get focus.

Again, test case appreciated -- though the placeholder one isn't needed
as that's the Gecko bug I mentioned above.
