[orca-list] "hungry" modifier key

I think I've asked this before but couldn't find either the question
or response.
Occasionally my modifier key will get "sticky". Some keys which have
specific functions, like orca-s will activate those functions without
the orca modifier so that "s" will disable speech etc. Windows not
controlled by orca, such as my emacspeak window, won't do this. Once
it starts I can't find a reliable way of stopping it short of reboot
although sometimes it goes away. Stopping and restarting orca doesn't
seem to stop it.
This happens under ubuntu 16.04 on a Lenovo laptop running orca
3.18.2 but I think I'd also seen it on a fedora installation.
Anyone else seen this?
