Ubuntu Mate uses some different key bindings than the default upstream Mate ones. YOu can use 
Control+Alt+Escape and Control+Alt+Shift+Escape to move between the panels. Ubuntu Mate also uses indicator 
applet so to get wifi use the above commands to get to the top panel, then use Tab to get to indicator applet 
and then use Left and Right arrow keys to move to the wifi area and Up and Down arrows to select a network.
