i assume you talk about epiphany when you say empathy? Empathy is an messaging framework/ application.
epiphany uses webkit. and the a11y implementation is not complete
some stuff (not complete) could be found here:

Midori is using webkit too (i asume version 1 not sure). so maybe its not that better here.

Qupzilla: QtWebEngine does not support a11y as fas as i know.

Empathy (though that was discussed a few days/a week ago and it broke when I tested it)
Midori (hopefully that's improved and Orca scripts are a thing)
SlimJet (I'll assume I can use ChromeVox on it right?)

Any others I'm missing/should try out?
