Howdy,

i assume you talk about epiphany when you say empathy? Empathy is an  
messaging framework/ application.
epiphany uses webkit. and the a11y implementation is not complete
some stuff (not complete) could be found here:

Midori is using webkit too (i asume version 1 not sure). so maybe its  
not that better here.

Qupzilla: QtWebEngine does not support a11y as fas as i know.
