Hi!
You need to type following commands into the terminal to install software Centre for Ubuntu.
sudo apt-get install gnome-software
I was wrong again...
The package you look for is named gnome-software.
As Dave Hunt just alluded, I can't guarantee that it will work in Ubuntu Mate. Anyway you can try.

I realize now that my answer was out of topic, even more so as you alreadu know the apt command, sorry.
But maybe the name has changed, could be now gnome-center from an Internet search.
