Try pressing CTRL+INSERT+SPACE on the logon screen. Just tried it and it works fine.

It depends on your desktop environment. For the most part, Gnome users have to get focus to the top bar with 
ALT+CTRL+TAB, then use the arrow keys to find the system menu. I don't know of a shortcut key for Mate.
Maybe Alex can give feedback on this.
