Hi Jeremy,

I also did a fresh install of Ubuntu 18.04 with the help of Orca. When I 
start Settings Orca did not freeze but only says Image, Image, Image 
also with flat review.

After I installed gnome-session-flashback and log in gnome-metacity I 
can work with Settings with Orca and the flat review.
