Maybe you did a restart? SOPS needs that to get loaded into orca.
You can verify if the plugins are working by pressing Orca + C what reads the clipboard content.

you get an empty plugin list in plugin manager?

I just checked it here and it works fine. It brings up the plugin manager. Are you sure it is installed?

Also, sometimes orca shortcuts do not fire if you have a qt app focused. Try the shortcut from something where you know orca works.

I'm also forwarding this to Chrys, perhaps if you can't get it working, he will be able to help.
