Hi, I just checked it here and it works fine. It brings up the plugin manager. Are you sure it is installed? Also, sometimes orca shortcuts do not fire if you have a qt app focused. Try the shortcut from something where you know orca works. I'm also forwarding this to Chrys, perhaps if you can't get it working, he will be able to help.
