Orca reads the accessible object under the mouse. The title bar is not
an accessible object. It's just part of the window. I might be able to
come up with a heuristic hack, but it wouldn't necessarily be reliable
and it might impact performance. If the window manager can expose the
title bar as a separate accessible object, that would solve the problem.
Could you or Samuel look into fixing it in the window manager?

Steps to reproduce:
1) Open any application, for example Pluma or Caja
2) Move the mouse at the center of the title bar
Result: Orca stays silent
Expected result: Orca should announced the content of the title bar
3) Move the mouse on the button minimize, maximize, close
Result: Orca doesn't announced those button even if with present tooltip
checked.
Expected result: Orca should read those button
