1. In ubuntu 18.04, using orca 3.28, is it possible to access QT dialogs?
2. If the answer is “yes”, what should I do?

I don't know the ubuntu details, but it should a matter of installing
the qt-at-spi package.

Perhaps you can check that /etc/X11/Xsession.d/90qt-a11y exists (to set
the proper variable for enabling qt-at-spi.)

I will add that few Qt5 apps are accessible, even with qtaspi installed.

lokalize in one of the few in this case.

Maybe this has beene enhanced with qt5?

Also for Qt4 I set
export QT_ACCESSIBILITY=1

and I think that for Qt5 you need:
export QT_LINUX_ACCESSIBILITY_ALWAYS_ON=1

(at least that's what Samuel told to Aiyumi in an email
long ago IIRC. Samuel, do you confirm this setting?)
