I unchecked it and if I looked on that, ot was turn on again. It cannot save my options.

in Say All even though you disabled them on the general tab? Or is the
problem happening during caret navigation? If the problem is happening
during caret navigation, did you also disable those options on the
speech tab?

or the Speech tab below Spoken Context?

I ask, because below Say All the settings apply when Orca speaks the
document content from your present location to the end of the document,
whereas below Spoken Context the settings apply about to focused item.
