Thanks Samuel! I do have two points about this new behavior with the
Orca modifier.
Firstly, double-tapping the caps lock and then typing a letter does
output the capital letter, but Orca doesn't announce it consistently.
Secondly, how about a way of toggling the behavior or setting the delay?
I think I might prefer the delay a little longer, or I may want to
disable it entirely, given that I've done it many times already. Now
that I know the pattern I can try to modify my behavior.

I use a desktop keyboard but set to Laptop mode. The caps lock modifier
randomly does not apply, producing a capital letter instead of
triggering the appropriate Orca function. I don't know if this relates,
but it happened after upgrading, so I thought I'd note it. I spend a lot
of time in Mate-terminal and notice it a lot there.
One notable thing which changed is that double-orca now triggers
capslock. So if you hesitated and end up pressing capslock twice, it
will trigger a capslock, and thus the shortcut you press after that is
typed upper case.
