Layout mode is deliberately enabled by default. And layout mode is the
opposite of JAWS stop-on-each-link behavior. Layout mode means to
present the content as it is laid out visually. As such, Orca will not
treat each link as if it was on a separate line -- unless of course each
link is really, visually on a separate line. With this information in
mind, are you telling me that for you layout mode is broken?

mode was historically made to stop Orca on each link on a web page as it
is the way with Jaws on Windows.
On recent Orca, the behavior is inverted, if I disable the layout mode
the layout mode is enabled and if I enable the layout mode the layout
behavior no longer works.
You could see the difference between Orca 3.16 and Orca master.
Could it be possible to fix this ?
