Hi,
I do not use Ubuntu Mate but maybe you can try Alt_F10 to jump to the
top menu bar, Arrow-right then Arrow-down, hopefully to land on the
desired option, and finally press Enter.

Out of curiosity I started Ubuntu Mate 16.04 in a virtual machine and obeerved the same behavior.
However orca works if I click on the accessibility icon on the top panel and choose:
(Mate) Screen reader with speech
in the drop-down list instead of the default "No Profile"
That's all I can say and I realize that this doesn't help, sorry I am the maintainer of Slint and know almost
nothing about Ubuntu.
