Indeed, it's a matter of compatibility with python 3.7. There is this
issue on the Debian-side:

Something among the 264 or so updated packages on the Arch repo,
packages updated since Saturday last, is breaking Orca. This is
confirmed for 3.29 and for Master.
So, WARNING! For now, don't upgrade your Arch!
It is yet unknown whether this applies to Linux distributions other
than
Arch. Please report if you run into this.
