[orca-list] mate-tweek tool is not accessible

Dear all,

I just got a bad surprise.

It seems I can't change the theme from default to redmon in Ubuntu-mate 
18.04.

Orca does not announce any thing other than the icons to be checked ore 
unchecked such as home on desktop.

Can some one tell is this an Orca issue and if it is known?
